Ukraine’s FOP register extract is an archive of 7 032 839 records: 2 240 982 carry the exact status “registered” and 4 720 655 the exact status “terminated”. The register was updated on 14 September 2026; this extract was taken on 20 September 2026. The unit counted here is a register record, not a person. One person could register and terminate repeatedly; the extract has no person identifier, so those records cannot be deduplicated by person. A record’s status does not establish whether there is turnover, staff or actual business activity.

The status categories behind the total

Registered records with an invalid state-registration certificate account for 57 034, while cancelled records account for 11 370. A further 2546 are in termination proceedings and 252 have bankruptcy proceedings initiated. The table preserves each category as a separate part of the supplied status total, keeping the meaning of “registered” explicit when moving between the overview and the cohort pages.

The categories reconcile to the full record count. Each describes the status carried by a record at the update date, whether its historical registration and later termination fall in the same calendar year or in different years, as they may in the annual series below. The views complement each other: the status table gives the snapshot composition, while the annual series places dated events in calendar time.

Registration years and termination years

The supplied registration-year series accounts for 7 008 991 records, leaving 23 848 outside its covered years. The terminations assigned to calendar years total 4 720 655. The registration coverage difference is retained alongside the overall total, so that a reader adding the annual registration rows can reconcile the result with the larger file rather than assuming that the rows exhaust it.

The largest cell in this termination series shows the peak in recorded dates. The extract contains neither the reason for termination nor the territory of the record, so it cannot explain that peak.

For years before 1997, the termination-date field yields zero records in this extract. That zero describes the contents of the exported field. It does not tell us how earlier terminations were recorded or establish their historical number.

The registration column groups records by their registration year, while the termination column groups dated terminations across all available registration cohorts. These are different populations. Within the wave’s registration window from 2014 to 2026, the largest cohort is 2023, with 308 215 records, and the smallest is 2014, with 127 346. Their difference is 180 869 records. Those positions refer only to the stated window, including its incomplete final year, and leave the longer historical registration series available in the same table.

From an annual count to a cohort history

A cohort starts with its registration-year records. Their later termination dates can be spread across several subsequent calendar years, while their broadly registered population is measured at the shared snapshot date, keeping the initial registration volume separate from the status composition that the group eventually reaches.

The year pages bring together the original registration count, dated terminations, broadly registered records, their current share and the full termination-year distribution for that cohort. Each page also places the year in the same registration ranking. The cohort record-status overview extends the status comparison to every registration cohort supplied in the data and groups termination intervals into a compact distribution.

The cohort field still_active uses a broader registered definition than the exact status in the opening table: it includes records whose registered status also mentions an invalid certificate. This is the definition used throughout the linked cohort material. Using the field consistently preserves comparability between cohorts without silently replacing the exact ordinary registered total shown at the start of this overview.

What the extract counts

The counting unit is the register record. Counts in the status table, annual series and cohort tables retain their own definitions, while shares and ranks calculated from them describe separate measurements: a large cohort, a large current registered population and a high registered share each have their own explicit denominator or comparison set.

The zeros at the start of the termination series describe the exported termination-date field for those years, and the supplied series sums to the total number of records with terminated status. The registration coverage gap remains outside the annual rows because it belongs to a different series and is not explained by those zero terminations.

Source and observation window

The source is Ukraine’s Ministry of Justice Unified State Register, distributed through data.gov.ua as FOP.zip. Figures are drawn exclusively from the supplied aggregate file and registration-by-termination matrix, with the arithmetic comparisons calculated from those inputs.

When this does not work

2026 is incomplete: observations stop at the register update, and the later extraction date does not extend the reporting period. The extract has no address or KVED activity code, so regional and industry breakdowns are unavailable; this wave follows years, statuses and cohort persistence. The status records what the register showed at the snapshot date, so it cannot tell you whether the proprietor is still trading today, earning revenue or keeping the business open after the register was last updated.
