FOP 2017: records in the register

The 2017 registration cohort contains 255 406 Ukrainian sole-proprietor records, of which 175 676 have a termination date and 79 723 remain registered under the aggregate’s broad status definition. The registered share is 31.21%, measured against the original cohort in this snapshot. The unit counted here is a register record, not a person. One person could register and terminate repeatedly; the extract has no person identifier, so those records cannot be deduplicated by person. This cohort starts above its predecessor in registration count, yet its recorded termination history already outweighs the population remaining broadly registered.

Where the cohort sits among registration years

By registration count, this cohort ranks 7 among the 13 cohorts from 2014 to 2026, with the largest count ranked first. The comparison includes the unfinished latest year and describes the records present in this extract, rather than a forecast of the eventual annual total.

The preceding registration year, 2016, contributes 184 009 records to the series. This cohort is larger by 71 397, placing the year nearer the middle of the wave when registration counts are ordered from largest to smallest.

A cohort keeps its starting membership. When a later termination appears in the file, the record stays within its registration cohort, preserving both the original denominator for the registered share and the year’s place in the registration series. When the recorded terminations occurred

There are 36 601 terminations in the registration year and 41 251 in the following calendar year. Later cells retain a visible tail, including an increase in the last complete calendar year relative to its predecessor.

The interval column measures calendar distance. It subtracts the registration year from the termination year, placing an entry in the same-year group when its dates share a calendar year and in the following-year group when they cross a year boundary, regardless of the months involved. These groups follow the cohort’s recorded exits, although the underlying dates would be needed to convert them into completed years between registration and termination.

The interval table counts dated terminations only. Each cell places records in their calendar year of termination, allowing the reader to follow the cohort’s recorded exits down the table and then return to the opening table for its status at the common snapshot date, where the still-registered population remains visible. Those registered records have no observed final duration yet.

What remains registered

The broad registered count follows the supplied field still_active, which includes ordinary registered status together with registered status mentioning an invalid state-registration certificate, a definition applied consistently to every registration cohort in this series. The register overview keeps those exact status categories separate, allowing the overall totals and the broader cohort measure to be read on their own terms.

After subtracting dated terminations and broadly registered records from the cohort total, the arithmetic balance is 7. Its meaning stops at that calculation. Because the aggregates neither identify the component records behind the difference nor establish that the subtracted measures are mutually exclusive, the balance stays alongside the original counts as a reproducible reconciliation figure, without acquiring the status of a separately verified category of register records.

The registered share retains the whole cohort. Broadly registered records are divided by all registration records in that starting group, and the result is expressed as a percentage rounded to two decimal places. A percentage calculated only among terminated records would use a different denominator and answer a different question, even if it drew on exactly the same register and update date, because it would describe a selected group of exits rather than the original registration cohort.

Reading this year alongside other cohorts

Older cohorts have had more calendar years in which to accumulate recorded terminations before the shared cutoff, whereas recent cohorts occupy a shorter part of the same timeline and therefore arrive at the snapshot with less history behind them. The cohort record-status tables keep the registration denominator, current registered count and termination timing together, making those different observation windows visible when moving between years.

A termination year also groups together records from different registration cohorts. Following a row of this cohort’s history therefore answers when its records acquired termination dates, whereas the register-wide annual series answers how many dated terminations fall in a particular calendar year across the file. Keeping those views separate preserves the meaning of the year attached to each count.

Source and observation window

The source is Ukraine’s Ministry of Justice Unified State Register, distributed through data.gov.ua as FOP.zip; the register update is dated 14 September 2026 and the extract was taken on 20 September 2026. All counts come from the supplied aggregates and registration-by-termination matrix, with ratios, ranks and reconciliation differences calculated from those inputs.

When this does not work

2026 is incomplete: its observations stop at the register update, and taking the extract later does not extend that reporting window. The extract has no address or KVED activity code, so regional and industry breakdowns are unavailable; the available axes are years, statuses and cohort persistence. Registered does not mean trading. A status in this snapshot cannot tell you whether the proprietor is earning revenue today, or even whether the business is still open. A record’s status does not establish whether there is turnover, staff or actual business activity.
